2017-2018 Legislative SessionMcCarty presents AB 1226 on the Assembly Floor

 

In 2017, the Legislature had one of the most productive years in memory, addressing a number of issues important to residents in the greater Sacramento area and affirming California’s progressive approach to the challenges that face us.

 

From making a generational investment in our roads and highways, working to address homelessness and the growing housing crisis, showing global leadership in our fight against climate change and protecting our undocumented friend and neighbors, working closely with Governor Jerry Brown, we demonstrated what can be accomplished when Californians work together for the greater good.

2017-2018 Legislative Priorities

 

  • AB 11 -Toxic Stress: AB 11 improves developmental screenings and services for children aged 0 to 3, which will help at risk kids gain access to preventative health and education services.

        

AB 284 Independent Review: AB 284 would increase public trust in officer-involved shooting investigations by creating an independent review unit within the Attorney General’s office.

 

  • AB 343 Refugee Education Access: AB 343 waives the 1-year residency requirement to receive in-state tuition for refugees and Special Immigrant Visa holders applying to public colleges and universities.

  • AB 349 Refugee Employment Access: AB 349 would align State employment policies for Special Immigrant Visa holders who assisted the U.S. military with existing employment policies pertaining to veterans.

 

  • AB 406 Charter Schools: AB 406 would increase transparency and accountability in charter schools by preventing for profit corporations from operating charter schools in California.

AB 424 Gun Free Schools: AB 424 would solidify schools zones are gun free. This bill closes a loophole in current gun free school zone requirements by prohibiting armed individuals on a school campus with a concealed carry weapon (CCW) permit.

  • AB 581 Apprenticeship Programs: AB 581 would strengthen skilled worker training practices by requiring State Apprenticeship Programs integrate oversight and transparency program recommendations made by the Joint Legislative Audit Committee.

  • AB 680 Worker’s Compensation: AB 680 would increase transparency and accountability in the awarding process of studies and research projects contracted by the Commission on Health and Safety and Worker’s Compensation.

 

  • AB 709 Transportation: AB 709 addresses local transportation infrastructure and maintenance funding, which would help the Sacramento region improve roadways and increase public transit options.

 

  • AB 848 Higher Education Outsourcing: AB 848 would prohibit the University of California and California State University from outsourcing jobs overseas, preventing public universities from eliminating information and technology jobs for California workers.

  • AB 864 California Conservation Corp: AB 864 would allow former probationers of non-violent crimes to serve in the California Conservation Corps.

Status: signed into law by Governor Brown!

 

  • AB 931 Mental Health: AB 931 expands the California Suicide Prevention Act to include college students for targeting public awareness and education campaigns. 

 

  • AB 1008 Fair Chance Act: AB 1008 gives job seekers with a criminal history a fair chance at employment by prohibiting any question related to conviction history on initial applications.

  • AB 1036 Organic Waste: AB 1036 requires CalEPA, CalRecycle, and other state entities to work together to create a uniform process for organic waste composting.

 

  • AB 1098 Child Death Investigation: AB 1098 mandates every county to produce a child death review report at least once every three years and make it publicly available. The child death report would allow counties to analyze why and how children are dying.

 

  • AB 1226 Port of West Sacramento: AB 1226 establishes a 4 year term for appointed members of the West Sacramento Port Commission.

  • AB 1303 Medically Necessary Window Tinting: AB 1303 allows a medical exemption for transparent, anti-UV window tinting to all windows on a personal vehicle for individuals with severe UV light sensitivity, with approval from a licensed dermatologist.

  • AB 1364 Community Colleges: AB 1364 creates a higher education funding formula to provide support services and programs for underrepresented students attending California’s colleges and universities.

 

  • AB 1407 Voter Registration: AB 1407 automatically pre-registers 16 and 17 year olds to vote when they seek a California Driver’s License or California State I.D.

  • AB 1451 Teacher Shortage: AB 1451 will create a program to assist teachers reentering the teaching field after a period of retirement to help address the teacher shortage.

 

  • AB 1512 Opioid Addiction Treatment: AB 1512 adds a one-cent-per-milligram wholesale surcharge on opioids sold by prescription wholesalers to fund county addiction, prevention, and rehabilitation programs.

 

  • AB 1611 For Profit College Accountability: AB 1611 increases consumer protections for students attending for-profit colleges.

 

  • AB 1744 Afterschool Programs: AB 1744 will expand access to the After School Education and Safety (ASES) program for children, using revenues from the new marijuana tax proceeds.

 

  • AB 1750 Sexual Harassment: AB 1750 will require the Legislature to seek clawback settlements paid for by taxpayers for sexual harassment in cases where there is clear wrongdoing by a legislator.

 

  • AB 1754 Early Childhood Education: AB 1754, also known as the “Pre-K for All Act of 2018,” will provide every income-eligible child access to high-quality early childhood education.

 

  • AB 1759 Housing/Transportation: AB 1759 will incentivize cities to build more housing and provide additional road maintenance funding for cities that reach housing construction goals.

 

  • AB 1928 Conservation Corps: AB 1928 will get trained and ready Conservation Corps members deployed quicker to emergencies like floods and fires by allowing CA Conservation Corps to directly contract with local corps.

 

  • AB 1940 Parole Reduction Credits: AB 1940 will expand upon Governor Jerry Brown's efforts to reduce recidivism by incentivizing parolees to complete educational goals, community service and job training beyond parole requirements.

 

  • AB 2108 Safe Youth Football Act: AB 2108 sets an appropriate age limit for youth tackle football and protects California's youngest players from life-impacting brain damage.

 

  • AB 2547 Teacher Corps: AB 2547 creates the California Teachers Corps Act of 2018, which will address the teacher shortage crisis by partnering with school districts to establish a teacher residency program.

 

  • AB 2602 Homeless Youth: AB 2602 will allow Sacramento County to participate in the California homeless youth emergency services project.

 

  • AB 2702 TrustLine Modernization: AB 2702 removes barriers that employers face when seeking to hire qualified child care professionals, like babysitters and nannies, by modernizing the TrustLine child care background system.

 

  • AB 2820 School Climate: AB 2820 will strengthen community engagement through the Local Control Funding Formula

 

  • AB 3044 Public Art: AB 3044 will further Sacramento’s renaissance and California’s commitment to support the cultural contributions of our state’s artists by requiring public art to be integrated into new state government construction projects.
