(SACRAMENTO, Calif) – Governor Newsom has signed AB 417, which establishes the California Community College Rising Scholars Network to provide higher education support services to justice-involved students.
“Students who have been involved in the criminal justice system face unique challenges as they work to reintegrate into their communities,” said Assemblymember Kevin McCarty. “Many face even greater challenges as they look to return to school and navigate the higher education system. The Rising Scholars Network will provide the support services these students need to make this transition. I want to thank the strong coalition of advocates who helped get the bill to the Governor’s desk.”
Time and again, research shows that education is a rehabilitation tool that is crucial to reducing recidivism. A 2013 study by the RAND Corporation found inmates who participated in educational programs were 43% less likely to return to prison than those who did not participate. Additionally, individuals who participated in college programs, specifically, had 51% lower odds of recidivating.
This year’s state budget invested $10 million in funds to establish the program. The Rising Scholars Network will support justice-involved students throughout the California Community College system, encouraging their enrollment, retention and overall success.
