(Sacramento) In light of the Stephon Clark shooting, Assemblymember Kevin McCarty (D-Sacramento) announced legislation that changes the circumstances under which police can deploy deadly force. “The time to act is now,” Assemblymember McCarty said. “The nation is watching, frankly the world is watching, right here in Sacramento. We have these incidents too often in our great country. We had one unnecessary killing right here in our own backyard and my hometown of Sacramento.
